（二）受理 。 经审查 ， 外国人旅行证申请符合受理条件的 ， 应当受理并出具受理回执 ， 并在受理回执有效期内作出是否签发的决定 。 申请手续和材料不完备的 ， 公安机关出入境管理机构应当一次性告知申请人所需要履行的手续和补正的申请材料 。
(III)Examine. The entry-exit administrative agency of the public securityorgan shall verify the authenticity of the subject matter of theapplication by means of interview telephone inquiry on-siteinvestigation etc. and verify that the applicant is a foreignnationality. If the applicant or the relevant unit or individual isnotified of the interview and fails to accept the interview withinthe agreed time without justified reasons the application may not beissued according to law.
（三）审核 。 公安机关出入境管理机构应当通过面谈、电话询问、实地调查等方式核实申请事由的真实性 ， 审核确认申请人为外国国籍 。 通知申请人或者有关单位、个人面谈 ， 无正当理由未在约定时间内接受面谈的 ， 可以依法不予签发 。
(IV)Decision. If the conditions and standards are met the decisionmaking organ shall make a decision to grant an administrative licenseand issue a foreign travel permit.
（四）决定 。 符合条件、标准的 ， 决定机构作出准予行政许可决定 ， 签发外国人旅行证 。
